[releases] recommended update for GAMS distribution 21.3

Dear GAMS User,

There is a recommended update available for the GAMS 21.3 CD.  The
components updated include the GDX shared library and the GAMS base
module.  Although the data errors that this update addresses are very
unlikely to occur, we recommend that all users update their 21.3
systems and replace the affected components.

There are a number of ways to update your system:
  1. Download the entire 21.3 system (update already included) from
     http://www.gams.com/download/.  Your old 21.3 download password
     is still valid.
  2. Download and install an update for the affected components from
     http://www.gams.com/update/.  Updating instructions can be found
     at http://www.gams.com/update/update.htm.

Regardless of which option you choose, the end result will be the
same, since the update available via the Web is exactly the one we've
applied to the distribution available via the download page.

You can determine if your 21.3 system needs updating by running
"gams ?" and examining the output.  A GAMS Rev number of 137
indicates that you need to update.  A GAMS Rev number of 138 indicates
that the system has already been updated.

If you are using the IDE, simply choose Help | About and look at the
Module information: it will give the GAMS Rev number, either 137 (you
need to update) or 138 (you've already updated).
